shares to timefull and apac for a dollar

I note that APAC and Timefull, which are both part of Shougang may get, subject to Shareholder approval, 28 million shares each at a dollar as well as 14M options at $1.50 for nix. As the shares are trading at $1.50 odd, one trusts this won't dilute too much. The money is funding the work with benefits to s/h I suppose.
