PR didn’t say he expects a deal to cover the full cost of P3. He said something along the lines of a deal bridging much of the funding gap or getting us most of the way. Can’t remember exact wording. This tells me he needs the options to convert and/or a small CR in addition to deal funding. Just my thoughts.
