The price target is based on technicals.
Its about range trading.
If it gets there then its neutral.
IF it exceeds the target then its bearish and if it doesn't get there its bullish.
Bearing in mind that anything can come out of left field to change the metrics.
RMS is oversold.
Looks like we are moving into a low around early May when the Fed meets
