The HDR play was a wildcat drill based on seismic surveys which was most likely a 2D survey. No CSEM carried at that time.
Remember Shell in the Senegal Block has access to a recent 9 mill US 3D seismic survey using new technology majority funded by Hunt OIL who was sufficiently excited by old 2D data carried out on part of the block years before. As Hunt Oil was a private company I'm sure the decision to spend this kind of money on a 3D seismic survey was not taken lightly. Cheers
