A few other corrections if I might CJ.
First C&L is a huge part of the LAMP and its expenses.
That includes the kilns, the exhaust gas scrubbing towers and filter presses.
In contrast SX is a series of mixing tanks and pumps. A lot of them, true, but just tanks.(Yes there's the sophisticated monitoring stuff.)
Finishing isn't much more; the line furnace that was added a while back scarcely registered on the books.
To claim the C&L is 'one of the cheapest ... parts of the plant' is absolute nonsense.

Next your assertion that there is no legal agreement between Malaysia is ridiculous and naive in the extreme. What, a handshake over a beer in the pub and it's "OK minister, we'll see you $800m from now. In the meantime, could you have a bit of a think about whether we can run it "???
Of course the permitting and EIA will contain operating protocols and the like. Approved, agreed and signed off well before the LAMP operated.
Just as the tax free period will be signed and in writing of course. (Do you seriously believe it would still be in place if they had the option to reneg??)
