I think you'll find that the footwall is close to the orebody, as it is following the dip of the orebody, without mining waste unnecessarily. It will likely be the sea wall (hanging wall) that will limit the depth that the ore can be exploited. Would normally be a good time to go underground but I suspect that going u/g below the ocean would be too risky.
I'd guess that huge amounts of capital and time (waste stripping) would be required to go any deeper than current design.
