No chance of paying a franked dividend until they pay tax - they won't become liable for tax on profits until 2HFY24 at the earliest and although they would have the option to pay that tax before paying a dividend in Sep24 they could delay paying that tax until early 2025 when lodging their tax return for the FY24 year if they so choose.
I personally have given up on them developing any more of the resource - no mention of it in the last two years, so I think they've abandoned any idea of doing it.
