I think she has been waiting outside Semirara, Philippines 'for orders', i.e. for a job, and has only recently been contracted to come down to Koolan.
Yangtze Xing Zhong is owned by the China Yangtze River Shipping Company, of Hong Kong, I think. The second half of the name means 'heavy duty' in Mandarin. She should be in, loaded and gone by 19th April with 80,000 tonnes. I'm pretty sure the mining industry doesn't stop for Easter.
