I believe XMAN is not referring to the 100% ownership of Stockton but the possibility of beginning parallel production at their 100% owned assets (Escarpment).
I had this discussion with RT and he confirmed it as a possibility as long as there are not negative impacts on the BT Mining operations. What "negative impacts" means is open for interpretation.
