I am not sure of RTFQ agenda but there is nothing surer than many coal ships leave Lyttleton habour not fully Laden due to Draft issues.
As stated in my earlier posts any not fully laden coal ships leaving Lyttleton stop in Gladestone for a top up no matter their final destination.
