The cold boxes have been manufactured and would only be shipped out subject to Indonesia issue the POD, which is the Plan of Development.
They thought they were getting the POD in 2009, but then some issues came out. It dragged until later in 2011 which they finally got it.
Without the POD, no use to ship it.
Therefore they are now shipping it.
Basically it is same as this.
A land developer bought a piece of land and thought the whole urban planning permit will be approved briefly. Unfortuantely, the permit didnt come until 3 years later. So because the developer bought the land and didnt put the contractors and building equpimrnt in place means he didnt buy the land and stole the money?
