The tugs Hastings and Gloucester are currently standing off the loading berth at Koolan. The Gloucester is a sister ship to the Hastings. They were probably in port all the time, just powered down with their AIS transponders turned off. AIS is the system that allows ships to be tracked.
This means the Yarrawonga will be moving in to berth shortly. They probably want to move things along as there is bad weather brewing out in the Timor Sea.
