yes, it's people who are the sharp end of the problem
the question really is why they aren't at home - that's crucial
you can convince people to comply if they don't have some sort of almost non negotiable need to go out --
like if they have to get money or be devastated - they will go out
ie. if it's a choice between losing the house or going bankrupt - they will go out
if they have to get food - and, they cannot get it delivered - they have to go out -
we had a case of that in Launceston where a man came back from OS - and was positive - so, he stopped at the supermarket on the way home which he was told to go to and self isolate -----
he didn't know anyone and he had no way of being home delivered ------- so, he had no choice
all the above are systematic failures --------- pure and simple
these - to me - are the lessons we need to learn from this - AND fix them
then - of course - we have the bonehead brigade - the partying nightclubbers without a braincell to bless themselves - and, the deniers - ditto on the brain degree
those - social and political pressure is the answer
if we imagined that this thing was highly infectious and killed everyone it infected ---------- how would we be treating transgressors?
IMO - we would shoot them on sight ----------- that simple.
The problem is - and, few realise it - intellectually or emotionally
that this virus MIGHT be fatal to all who have been infected - any age, any level of symptoms or lack of symptoms
we just don't know yet
only in the last hours have we now got the terrifying research to say that 60% of cases - not severe cases - are having heart structural changes
so, just think of all those young 20 to 30 year olds out there clubbing - dancing and jumping about and at gyms - stressing their bodies -
and are infected, without any symptoms -------------------- might be lining up for myocarditis
if that's the case - then, they won't be doing much dancing and gyming in the future years -------------- they might as well enjoy it now - because it sure as little apples isn't going to last long
