Depends how you look at it.
Just remember TG wants safety breaks on everything to make sure that they always are one step ahead.
He did this with the hedging, the petrol ect.
Because the ramp up is not going to plan he rather puts another safety break , just incase they need more time to get the ramp up to full production.
Just my opinion as I look how his brain works.
