Alas that's the truth. I have worked in Pakistan and been the guest of some lovely families. Inside their compound was clean and modern, outside the street was filthy with goats eating most of the rubbish but not the plastic.
If this were our street the blokes would get together on a Saturday afternoon and have a working bee to clean it up. I suggested this to my well educated and polite hosts but it was as if I was speaking in noises they couldn't understand.
They are fundamentally different. They care for themselves, their family, their clan but nothing beyond that. Governments are nothing more than corrupt hooligans with guns, not much more is expected and if you are lucky enough to be on the inside you fill your boots.
Unless they take up modernity in all its facets they will always be squalid. Unfortunately they want to bring their squalor to us.
