There is an agency call: State-owned Assets Supervision and Administration Commission of the State Council (SASAC) which supervises SOEs by conducting audits for their accounts (highly detailed Audit, more detailed than any western requirements).

the deal can only be initiated by a Chinese company not Chinese Government. and if the deal does not provide sound returns, SASAC will give you a hard time...
