Yes it is still T+3. What happens is your broker will not usually deal on-line unless you have the money with him (this is a trust think not a requirement for the cash). Mine is in a linked bank account so it earns interest. The cash must be there on the trade date, but is not withdrawn until T+3, so you get the 3 days interest.
On a sale I get a credit so I can trade against the sale proceeds on the day of sale, but I cannot withdraw the cash until T+3.
