I didn't dispute that the company is funded by shareholders. i disputed your statement saying that ADO isn't a government funded R&D lab.
Factually it is funded partially by government R&D grants. If they weren't doing research and development in their labs then they wouldn't receive the government grants. The grants have historically provided shareholders some respite from further capital raisings.
