Unfortunately it is very difficult to for regulators to stop this as it is super tough to prove that there is any wrongdoing. You have to prove they intend to keep the price down and it is not merely them hoping to sell when the share price reaches that price. Even if the order is pulled they can see that their analysis of the company changed and their valuation has been increased/decreased etc.
