The referendum has already been decided. YES already won. They not going to spend close to $100million on the YES campaign for nothing. I learnt that at my last workplace. They only let people vote if the result was already assured. Very much like the Gay marriage Bill. And incidentally, if they explained to the population the total goals and outcomes of what it actually meant to vote the Gay marriage in. It would have failed by a long shot I believe. They don't ever want to explain to the population what the actual real life outcomes will be. So the population votes without having a clue of what they voting for. Mind you, the population is also culpable. Because the avg person in too lazy or stupid.
