Integra probably does have the same agreement. Although I can't comment on how US govt agencies handle these matters, in Oz, govts hold tenders online with established offline channels of communication. More sensitivity with military matters makes the process even more difficult to asses by outsiders imo. As the Pentagon have signalled that medical assistance (and likely the associated supplies) are in play, it'd be wise for DW to have his team to get a handle on it ASAP. American competitors are hustlers, PNV should be pursuing all avenues of enquiry starting yesterday.

As an aside, its a matter of public record that trillions went to suppliers of military contractors like Haliburton during Afghanistan for all sorts of goodies, it was a black hole for US taxpayer funds funneled to corporate interests which get back handed to political interests. Any and all excuses are used to maximise the pilfer while 'defending democracy', history says so.
