If you're a hedge fund that wishes to cover, then you have to buy shares that you can return to your lender. You can do it lit or dark, but the trade reporting has to be done on trade date. The HF can then return stock to their lender after it settles and not before... it's hard to deliver something that you don't have possession.
Anyway, think of trades as one thing and securities borrow/returns as a completely different thing.
