I wouldn't discount sweetheart deals behind the scenes with Equity Sales Traders (EST) at investment banks. i.e.
Regal: "DW ripped us a new one, I'm still balls deep short and need to cover ASAP. Can you find me 10 million shares"
EST: "Sure can, for a price and done on market to make it look legit".
Regal: "Tell me the price son!"
EST: "We've got 10 million shares for you a little over $2.00. We may find a few extra million if the price is right ".
Regal: "Tell me the price son!"
EST: "3% commission on the lot".
Regal: "Deal... Reach arounds at my place this weekend".
Rinse repeat...
