It would help us if you gave some dates on your chart. It might be TA but the first touch you mention was at the height of the covid crash around March 2020. The second was after a short squeeze late 2020. You might say that these are FA events and you're only interested in the charts but a timeline is pretty helpful to contextualise the events.
A couple of notes on the technical aspects of the charts. I don't know what kind of deviations are being used for the Bollingers (so that would help too). I can manipulate the settings to make the Bollingers touch in all kinds of ways although it looks like you've used defaults of a length of 20 and a standard dev of 2. In other words it is a Moving Average of 20 weeks and right now the standard deviation is quite high given the recent volatility and the bands are set far apart. Either way Bollingers are lagging indicators. The bands could be showing early signs of narrowing and then we might have a touch of the lower Bollinger like around late 21 - see attached 1W - BB default). Are you using other indicators? Take care.
