The 3rd Friday in March (17th) is the official day for inclusion. And my understanding is 2 weeks prior the ins/outs are announced (3rd). Not sure if it's before open/sometime during, or at close. I haven't done any calculations myself, however, there are some who have and believe PNV is most likely entering.
