I would expect that many of the shorters are hedging their positions by holding some long as well. That way, when they want to hold nett short in the future, they can just sell their hedging holding quickly without having to worry about finding someone to lend them shares. If that’s right, then you wouldn’t expect short term price movements to impact the number of shorts held much.
