It’s not illegal to sell short, and I think it’s possible to manipulate the market even if it did become illegal. By ‘manipulation’ I think you mean that the price is moved away from a fair value. That can only be interpreted as the price reflecting a true value of the underlying company. I think you can only achieve that therefore by incentivising trading on fundamentals, and disincentivising trading on derivatives. You could do that by taxing each trade, or by legislating minimum holding times. I think banning short selling would probably help too by forcing people to trade on true liquidity, but not enough on its own.
