It can exceed 100% with naked shorting, but that is an illegal practice in Aus (for good reason). Shares sold short cannot be resold until they have been repurchased though, if you borrow and sell shares you have to buy them back if you wish to then lend them to someone else. Shares cannot be sold short multiple times, unless they are repurchased each time (but that's not different to someone trading frequently)
