    Yes they can definitely invest the cash and earn interest, however that is offset by the often much higher interest rate they pay to borrow shares. For shorters they are really worse off in every way, they have to pay interest on their shares, they have bad odds, maximum downside and limited upside, no dividends, access to only a small number of the total SOI etc. It is also naturally a short term strategy, they can't simply buy and hold and let time do its things like we can. Shorts can be called back at any time (usually at the most inconvenient times) and so shorters must be completely sure that the price will go down in the near term.
