The report itself then points out, as@Kaeho noted, that

"We maintain the view that concerns about future refined lithium over-supply are poorly founded and expect the lithium market to enter a period of sustained supply deficit in the early 2020s."

I never really liked the title from Globe Newswire.....a bit of fear mongering imo, i actually got the article from their link...

They could have said, "Roskill: Expect supply deficit from early 2020s".
