One of the landowners not included in the IDC identification, I assume, who were stirring up the trouble -  The Kare Puga Development Corporation  - who started the legal proceedings against the MRA and called for the cancellation of the IDC tenement?  

KDC were the "recognised" landowners by Madison, but not IDC.
