The only thing I can deduce is that the ASIC short figures could be a departure from reality. When there is a large change in those figures, it can be real or it can be that somebody forgot to submit a report, it looks like a large change in outstanding shorts but that could be incorrect.
It's possible the real change in shorts has been insufficient to give rise to substantial holder notices. Transparency is not a strong feature of the ASX market IMO.
