You're right, that did certainly help out as a side effect. And who else was going to sign them up at that point?
However, it was otherwise a display of failure of due diligence. It should have involved a breakdown of inventory and what was on offer VS the likelihood of required IP for what appeared to be a number of potential customers. I don't think there was a deliberate attempt to get a foot in the door AND inconvenience potential end user customers.
