franking credits are still pretty valuable to anyone earning an income (over a certain level) and paying tax, so I don't think it will have an impact on the company per se.
however, potentially it could have an affect on the dividend amounts. I don't profess to know Twiggy's personal financial situation (and not saying he is the sole decision maker on these things), but if he is receiving franking refunds, and if that is part of the reason for this special dividend, then maybe the direction and payout ratio might change a little and more of a growth or acquisition focus might take over in the next 12-18 months.
