Substantial holder notices only apply to those that hold more than 5% buying or selling more than 5% and to anyone moving over or about 5%. There are only 2 holders with more than 5%. Neither have yet announces they've changed their holding by 1%, and they only have 3 days to do so from when they do.

When you take shorts into account most of the volume has been trivial (apart from 2 days), so I wouldn't expect a lot of movement in the top 20.
