I believe the little guys are sitting this out leaving institution to manipulate outcomes to their own desire

If you're not at risk of some one stepping in to upset your trade then with the use of modern trading methods you with the help of a friendly other can manufacture pre determined outcome at will

Take out the institutional churning and I believe volumes would be negligible

But; Julia! if you want more tax revenue there just may be a pot of gold in Algo'/bot'/flash trading between related(churning buddies). And you would win a lot of votes along the way while being able to leave business alone
