Not necessarily.
That number is merely the daily gross short sales that were reported for yesterday.
It doesn't reflect the total shorts outstanding.
It actually doesn't tell us very much, because it also encompasses day-trading shorts that may have sold/bought/sold/bought/etc during the day.
