Well the pin-striped racketeers who expected to be given the million-dollar gift of cheap shares from the Government, of course expect to be tipped off in advance so they can sell their existing holdings now at higher prices.
And if they don't have any existing holdings, they can sell the shares short now and replace them with cheaper shares from the Government.
