I think you're misleading yourself with this theory, anyone can place an order that will only execute on the ASX or only on the CBOE, this is not some magical power of institutions



^The order types available to me right now(I'm not actually sure what a "DESK" order does) there's a whole bunch of other order types that I could get my broker to enable if I wished like sweep orders, centre point block orders etc but to be honest I don't even know how those order types work so I have no interest(or need) to use them. 99%+ of the time I simply use best market, very occasionally I use a centre point order(ASXCPMARKET), the only real advantage I see with CXAMARKET(CBOE only) is sometimes there's CBOE liquidity in the opening match or in the hope that you can jump the queue and have your order execute with some other CBOE only order - I've never bothered to use it though

p.s there is no "standard minimum short sale package"
