Vanguard have NO say on what they sell or buy for most of their funds as they are primarily PASSIVE managers -> It is people who hold the % Managed Funds or ETF that dictate what they BUY/SELL
ie If a person sell VG ETF a portion of the shares they held in RSG will be sold and in reverse if an Investor boough an ETF that held RSG. Also if VG sell a large holding... It is becuase they lost the mandate
