Sometimes you can be fully committed to a stock from a balance point of view and would like to buy more, but doing so would be a risk as far as portfolio mix is concerned. I am sometimes in that position myself. Not making any excuses for the directors here, but there are several reasons for not taking more stock.

However your observation is quite relevant. I hadn't noticed.
