I'm also a novice of this but i can't see 39 cents being significant.
What i see is that NMS has been in a downtrend channel for 12 months.
It's tried to breach the upper line 3 times and the lower line 4 times.
If you go to a 2 year chart you can see this.
So hopefully this time after a little pull back it will break the shackles and run.
