the declaring of the Strategic asset is purely for Eskom's benefit, The process is aimed at stopping the export of low grade coal (ie eskom grade) and rather ensure that Eskom gets first choice on this coal. i would venture a guess that this could work in RES favour, but, it needs the BEE shareholders to be more pro-active in courting Eskom. TT at FSE / Sekoko, proved that by badgering and using political clout he has eskom ready to sign a MOU, on a project that, the more I look at it, is inferior from RES aprt from the proximity to rail.
The effect on price would be to possibly increase the price of lower grade export due to demand pressure, but the miners would then put pressure on Eskom to meet parity to FOR levels.
I know PJ is in SA, who he is seeing Im not sure but banks are on his agenda.
