    During the cold war the US maintained a strategic reserve of critical materials that would be hard to obtain from foreign sources in the event of hostilities breaking out. The reserve was largely sold down during the 90's.

    The US still maintains a large Strategic Petroleum Reserve which is called on to deal with domestic emergencies and to buffer against disruption of supply from OPEC nations.

    Despite the imperative given in the Exec Order quoted above, Trump also wants to sell half of the oil reserve to raise funds to reduce the US deficit.

    It must be nice to have such flexibility in your convictions.
