So-called “panic buying” is actually a good thing.
Stocking up now will reduce pressure on shops later once lock down arrives. If we get into full lock down like Italy - and our present containment policy is not strong enough to result in the eventual lock down not arriving - you’ll be glad that you stocked up earlier. Not so much for your personal needs, but the resulting less need you'll have to be out in public.
Furthermore, the extra buying now is placing stronger demand on supply lines which results in increased manufacturing and supply. The benefits form this will become apparent when in lock down later and manufacturing is forced to reduce production.
Yes, it seems counter intuitive to see others buying more now when you feel that there is no need, but don’t fall into the Aussie hero syndrome that we've developed form other disasters. This one needs to be outsmarted.
