Basically, if you have a stock that you think will gain (or drop) 25% in 28 days, then you can enter it into the competition. Make sure you have the right header because CC runs an automatic program and if the header is wrong, your tip won't be picked up. The only part of the format which causes confusion sometimes is the long/short. Long is if you expect the stock to rise and short is for shorting stocks. (Not the length of time!). The format is below: For most of the jerseys, you need 10 tips to be eligible. (Tips expire after 12 months - ie they're no longer counted in the stats).
All the info that you might want is in those first posts at the beginning of the week. You can find current tips there and stats for the last 8 weeks (ie recent form) and for the last 12 months (all the tips which haven't expired).
