Interactive Brokers will let your friends trade the ASX. Minimum US10k opening balance and some ID requirements to be met. Your friends should of course seek tax advice, they shouldn't need to pay any Australian CGT for capital gains on the Australian stock market but may have obligations in whatever country they are a tax resident of.
