No one in their right mind would buy a small med grade resource right next to PLS that they could have no hope of developing. DKO would have to have built their own plant but resource was too small to justify such a spend.. and sure as the sun will rise tomorrow PLS would never toll treat DKO ore. So in essence there was only ever going to be 1 buyer for the tiny DKO resource and therefore the sale price reflected that... a gift for PLS and cost recovery for only for DKO.
