Glencore's negotiations with a potential Chinese offtaker have stalled ... obviously one party is bidding too low and Glencore know where price is headed. The green line is the longer term cobalt target since price has broken above the maximum retrace level for the bearish case to be sustained.
Confirmation will probably follow with a little consolidation before 'roundologists' chase 40
