If you sell at 9 you will have 3000 - 15 dollar brokerage.
If you rebuy at 9 you will be able to buy 2985 -15 brokerage = 2970 dollars worth
So you will end up with around 300 shares less than you originally had. Also your 365 day capital gain rule will reset so you have to hold a full year to get the cgt discount.
Assuming 15 dollar brokerage and buy and sell at 9c
